Scion Staffing (www.scionstaffing.com) has been engaged to lead the search for an experienced Federal Contracts & Grants Specialist on behalf of our client based in San Francisco, CA. We are seeking dedicated, knowledgeable professionals with relevant experience managing all aspects of award administration, reporting, and budgets for complex federal grants in support of principal investigators and their research projects.

KEY RESPONSIBILITIES

  • Manage a portfolio of multi-year federal awards and provide guidance to the Contracts and Grants Department
  • Review proposals to extramural sponsors to ensure compliance with organization and sponsor agency regulations
  • Manage budgets for all contracts and grants from pre-award compliance to post-award administration
  • Develop and negotiate contract agreements with private sector sponsors and subcontractors
  • Maintain working knowledge of financial systems and e-submission systems
  • Manage data entry related to grant and contract appropriation
  • Set up and determine project assignments for all new awards
  • Manage appropriation adjustments
  • Provide Accounting department and Purchasing Manager with new project information to set up appropriate allocation methods and database access
  • Provide budget projections for Principal Investigators
  • Prepare correspondence and reports relating to Contracts and Grants programs and functions
  • Manage award close-out process and various awards pertaining to Principal Investigators
  • Confirm submission of all reports to appropriate sponsor agency
  • Serve as main point of contact for Principal Investigators and fund agencies

QUALIFICATIONS

  • BA or BS degree or equivalent years of related work experience
  • At least 3 years of experience in contract negotiation, pre/post award administration, and research budget development
  • Demonstrated financial management skills with strong knowledge of research administration, OMB Circulars, and Federal Agency policies including NIH, DOE, DOD, NASA and NSF
  • Knowledge of rules/regulations, policies and procedures for all federal or non-federal awards
  • Proven ability to effectively multitask and manage multiple projects at once
  • Excellent communication and interpersonal skills
  • Prior experience assessing and appropriately responding to audit risk

COMPENSATION
