This incredibly rewarding full-time opportunity is for immediate hire, and will operate from the Corporate Headquarters in Carson, CA. The Divisional Director of Social Services will lead a highly performing team of 5 Directors throughout the Southern California region of San Luis Obispo to San Diego.  This is a high visibility role, responsible for over 50 programs and a very robust budget of $85M plus. Position Overview:
The Divisional Director of Social Services is a strategic influencer, skilled relationship builder, a true leader of leaders, that will ethically guide a geographically dispersed, passionate, and capable team of 5 Directors and their teams located from San Luis Obispo to San Diego. The ideal candidate is an ethical, mission driven leader that thrives in a role that is both autonomous and highly collaborative. This individual brings authenticity and serves as a relentless advocate providing support for the Program Directors. The DDSS must be a strong, visionary, strategist with a passion for encouraging their team while holding them accountable. Under the guidance of the Divisional Secretary for Social Services, the Divisional Director of Social Services will oversee and provide technical assistance to all social services programs offered in the Southern California region. This includes Corps Family Services and government funded programs which equate to approximately an $85M budget and 50+ programs. This role also includes oversight for leadership for child development and youth, homeless services, compliance, and billing.

Responsibilities:

  • Responsible for oversight of overall programmatic and administrative operations of licensed programs, treatment programs, residential programs, contracted programs and recreation centers in San Luis Obispo, Santa Barbara, Ventura, Riverside, San Bernardino, San Diego, Imperial, Los Angeles, and Orange Counties which comprise the California South Division
  • Responsible for supervision of Divisional Family Services Director who provides technical assistance to Corps Family Services, and supervises Prison Ministries, Service Extension, and PathWay of Hope Coordinator.
  • Responsible for supervision of Divisional Director of Child Development and Youth to ensure CCL and California Department of Education program compliance
  • Responsible for supervision of Director of Homeless Services who oversees residential programs throughout CAS
  • In partnership with the program director and the Finance Department, supervises and provides technical assistance in the development of Corps and program annual budgets, adherence to budgets, and revision of program budgets as necessary
  • Responsible for supervision of Divisional Compliance Manager who monitors government contracts compliance and utilization and oversees the timely and accurate billing for services provided. Reviews monthly income and expense reports. Shares concerns with Corps Officers and program directors and the supervisor to insure consistent delivery of quality services and license or contract compliance
  • Provides support and technical assistance to county directors who in turn provide daily management oversight to program staff to ensure that regulatory and accreditation standards are met
  • Review grievance and incident reports to identify possible patterns that need remedy
  • Conduct timely investigations and make recommendations to mitigate client and staff grievances.
  • Holds, at minimum, monthly, in-person supervision with county directors and bi-monthly Directors Meeting.
  • Oversees and performs audits routinely
  • Develops local policies and procedures to support effective delivery of services
  • Ensures completion and submission of required reports for contracts and grants
  • Makes available effective training for all Divisional Social Services staff and county directors to encourage capacity building to insure best practices, consistency with the mission of The Salvation Army, and compliance with its policies and procedures. This should be provided during regular site visits and through area-wide training events scheduled as needed
  • Gather Department data to compile statistical program reports for external reports
  • Conducts annual SAT and program assessments and evaluation for review by the divisional program council.
  • Responsible for oversight of implementation of all new programs
  • In partnership with DHQ Development, identify funding opportunities to expand mission-based Corps and programs services that address community needs
  • In partnership with DHQ HR Department, oversees hiring of program staff, helps determine employee classification(s) and compensation, and manages employee performance evaluations
  • Attends and serves as a staff resource to the LA Metro Advisory Board and associated councils. Member of the Divisional Program Council, Child Care Committee and LA Metro Program Committee
  • Represents the Salvation Army at government meetings, collaborative agency meetings or other community events as needed
  • Assist with the preparation of periodic grant applications (new and renewal) to funders

 

Qualifications:
We are seeking a skilled relationship builder and service-driven professional to drive connection on behalf of The Salvation Army mission. This person must have a deep desire to learn and educate others on the various programs available through The Salvation Army.

  • Masters or higher degree in social work or related field preferred and 7 years’ experience in social services (or BA and 15 years of experience)
  • Five or more years’ experience working in a non-profit at executive management level
  • Five or more years of experience working with non-profit organizations serving diverse populations and dealing with various social problems
  • Completion of at least 36 hours of continuing education every two years in areas selected from the following: health care, substance abuse, mental health, homelessness, business administration, grants, and contracts administration, Community resources, personnel supervision, and facility management
  • Experience in managing program finance required; some experience or education in budgeting and accounting principles preferred
  • Must possess a valid California driver’s license and pass a criminal background check

 

Requirements, Skills Knowledge and Abilities:

  • Extensive knowledge of program development and operations
  • Extensive knowledge of social services programs involving homelessness, substance abuse, domestic violence, mental health, childcare HIV/AIDS, families, and child abuse
  • Knowledge of residential programs
  • Knowledge of Salvation Army policies and procedures.
  • Experience with contract compliance
  • Critical analytical skills
  • Good communication skills both written and oral
  • Ability to interpret policies/analyses/trends, etc.
  • Knowledge of applicable laws/policies/principles, etc.
  • Possess good managerial skills
  • Possess problem identification & resolution skills
  • Possess Project management skills
