Position Overview
The Youth Navigator Program Manager is a full-time position dedicated to support the program and the team. The Youth Navigator Program Manager will work under the direction of the Program Director to manage various programmatic aspects with emphasis on Continuous Quality Improvement. The Youth Navigator Program Manager will be responsible for coordinating, facilitating and monitoring program-related benchmarks as they implement the program.
 
Overview of The Program
The Youth and Young Adult Navigator program was identified as a need as part of the Children Services Transformation Recommendation process. Youth and young adults have needs that may not be met through other support in their life, or possibly their resource parent needs help to navigate systems with the youth. The Youth and Young Adult Navigator program will be developed to help them find resources to meet their needs. Once the program is implemented, youth may call the program, use the website, or an app to connect with a range of services and supports, such as identifying what benefits they are eligible for, managing health, options for pregnant/parenting teens, educational options, Education and Training Vouchers (ETV) and scholarships. These needs may be especially relevant for young adults transitioning from care who are not a part of the Bridges program.

The program will be available throughout Ohio utilizing navigators at partner sites. To be eligible, youth will have to be in care or emancipated from care. Services may be provided for youth in informal kinship care, reunified youth, and adopted youth with a more limited scope due to the nature of benefits that may be available. Youth and young adults up to age 21 are eligible. These details may be adapted and further refined as the program is developed and implemented.

What You Will Be Doing
  • Co-create, implement, and manage Statewide training, support, onboarding and relationship building for Youth Navigator Sites.
  • Educate and support partners and regions to ensure all partner commitments are understood and actualized.
  • Monitor tracking of programmatic outcomes and reports to inform program strategy and tactics with all appropriate stakeholders.
  • Work collaboratively with Program Director to manage implementation benchmarks of the Youth Navigator Program.
  • Strategical support of the design, implementation, and evaluation of Youth Navigator Program.
  • Work with strategic partners and consultants to further program development efforts.
  • Lead and Facilitate Continuous Quality Improvement process, Learning & Reflection, and Process Team.
  • Develop high quality relationships both internally and externally to move the work forward.
  • Supervise and motivate 3-5 program staff while creating a climate where people can be their best.
  • Be willing to provide direct reports with timely and high-quality feedback while adhering to a continuous growth mindset.
  • Establish clear directions and feedback loops, create stretch goals and manage workload of direct reports while maintaining two-way dialog.
  • Be able to communicate the vision and purpose of Youth Navigator Program to motivate and inspire internal and external partners both verbally and in writing.
  • Think across functions and strategically during internal and external meetings.
  • Be able to learn, grown, participate and lead Inclusion, Diversity, Equity and Access initiatives (IDEA).
  • Effective presentation skills in one-on-one, small and large groups, with peers, direct reports, local and national audiences. Be able to manage group process during presentations and able to adapt midstream.
  • Create and maintains program specific SOP’s as needed.
  • Attend program and staff meetings as needed.
  • Maintain confidentiality regarding the organization, partner organizations, and children served.
  • Assist with staff orientation and onboarding as needed.
  • Perform other responsibilities assigned by the Project Director.
 
What You Have to Offer
  • Bachelor's Degree in Social Services, Business Administration, related field or equivalent experience. Master’s Degree preferred.
  • Demonstrated experience working with interdisciplinary teams utilizing innovative strategies to overcome obstacles.
  • Extensive experience in program management or related field.
  • Nonprofit and/or government sector experience is preferred.
  • Adaptable and flexible as well as detail oriented.
  • Come with the ability and comfort working with diverse populations in various environments.
  • Excellent knowledge of Microsoft Office programs (including Excel, PowerPoint and SharePoint).
  • Data collection and analyzing skills.
  • Ability to create and deliver presentations.
  • Budgeting, contract management and supervisory experience
  • Ability to build and maintain a team.
  • Knowledge of qualitative and quantitative program measures
  • Lived experience as an adoptee or raised in a kinship family, kinship caregiver, adoptive parent or foster parent preferred.
  • Obtain a cultural awareness that result in a clear understanding of the worldview that directs individual interactions with people of other backgrounds.
  • Ability to identify needs unique to various diverse populations including those of different gender identity, sexual orientation, ethnic group, race, and physical or mental capacity and address those needs with community resource referrals.
  • Assist other professionals and team members in understanding the unique needs/characteristics of diverse populations.
  • Have a positive presence and high emotional intelligence in all situations.
  • Willing to learn when facing new problems; enjoys the challenge of unfamiliar tasks; open to change; relentless learner and works to find efficient solutions.
  • Comfortable shifting gears with a new and evolving program. Can operate in an environment where things can be up in the air and the total picture isn’t clear.
  • Uses logic and creativity to solve problems and curious about multiple solutions. Willing to look beyond the easy or obvious solution to create systemic change.
